Default Measurement of auto transporter

How is a car carrier measured by the DOT and what is excluded in the measurement. It must be 75` when empty... I know that after April 29, 2005 the front step over the front bumper is no longer exempted.
Yet, the ratchet system on the head rack is out that far... is the overhead rack ratchet system exempt? Next what would be exempted at the rear of the trailer.
I have a few sites to look at but, it is confusing to understand the term " non property carrying devices or components" "devices needed for loading that do extend beyond 24 inches at the rear"

Is anyone getting tickets for overlength?

(5) A fixed step up to 3 inches deep at
the front of an existing automobile
transporter until April 29, 2005. It will
be the responsibility of the operator of
the unit to prove that the step existed
prior to April 29, 2002. Such proof can
be in the form of a work order for
equipment modification, a receipt for
purchase and installation of the piece,
or any similar type of documentation.
However, after April 29, 2005, the step
shall no longer be excluded from a vehicle’s
length.
(c) Each exclusion allowance is specific
and may not be combined with
other excluded devices.
(d) Measurements are to be made
from a point on one side or end of a
commercial motor vehicle to the same
point on the opposite side or end of the
vehicle.

I see you're a Canuck. My experience (and listening to that of others) has been that it varies somewhat between each State and each Province. In Canada I've heard more Car Haul horror stories from the scales in Quebec and Ontario in the last six months then ever before. Lancaster and Cabano being particularly bad of late. What that says to me is to look very carefully at company policy and then the web site for each DOT juristiction (State or Province) you'll be going thru. Finally look at your rig's permit folder for said States or Province. I've been told my truck/trailer combo (11 car Volvo stinger with a Cottrell quick loader) is measured from the headrack post up front to the bottom taillight on the trailer. Anything in front of or behind those points is overlength in Newfoundland. In the Maritimes, I'm allowed combined 7' overhang between the front and back of those points. Not sure if that helps or not ?
