    MOUNT VERNON — After Gov. Bruce Rauner’s speech here on Thursday, where he called for improving the state’s business climate, several people began a loud chant, yelling in repetition “union buster” towards the governor as he exited.

    During the brief speech inside the Holiday Inn, Rauner said people have been suggesting, based on recent policy statements, that he “hates unions.”

    “I don’t hate unions,” he said. “Join a union. Don’t join a union. It’s all good with me.”

    During his state-of-the-state speech in Springfield on Wednesday, Rauner called for a ban on Big Labor contributions to the politicians with whom those unions must negotiate contracts.

    Now that Rauner has taken office, he is staying consistent in his attack on public workers but including more private sector workers as his target. His first “state of the state” address, delivered yesterday to a legislature with both houses controlled by Democrats, was strongly anti-union and catered to conservative business groups.

    Public workers are still Rauner’s main nemesis; after all, they are paid more than private workers (in large part reflecting their higher average skill and education). Then again, it’s hard to blame them for all of what Rauner sees as the state’s competitive failings, since Illinois has the fourth lowest number of state employees per capita in the country.

    Yet aren’t their pensions too generous, creating this huge deficit dragging down the state’s credit rating, as Rauner argues? Or are the state’s “precarious” finances a result of political leaders of both parties refusing to set aside needed funds for pensions they had approved, according to a new report on the state from Moody’s Analytics?

    (AP) — Republican Gov. Bruce Rauner struck a first official blow on Monday against the public sector labor unions he has frequently criticized by ordering an end to a requirement that workers pay dues even if they decide not to join a union.

    His executive order (below) sets up a fight with the state's powerful labor unions, a key ally of members of the Democratic-led Legislature, just as Illinois has begun divided government for the first time in more than a decade. Unions immediately lashed back, while top Democrats questioned the legality of Rauner's action and said their legal teams would review it.

    Illinois comptroller refuses to implement anti-union order
    (Reuters) - Illinois' comptroller will not implement an anti-union executive order issued by the state's new Republican governor earlier this week, the state's attorney general's office said on Friday.

    Leslie Munger, a fellow Republican who was appointed by Governor Bruce Rauner, is following current law in not enforcing Rauner's order to eliminate "fair share" fees for about 6,500 state employees, said a spokeswoman for Illinois Attorney General Lisa Madigan.

    At first blush, Illinois Gov. Bruce Rauner's anti-union maneuvers last month seem perfectly in line with the recent spate of union-busting efforts in other Midwestern states. Indeed, Rauner seems to take a page right from the playbook that Gov. Scott Walker wrote for Wisconsin and that the legislatures and governors in some of our sister states largely have adopted.
    But Rauner's two-step goes well beyond that. While efforts elsewhere are designed to break up and dilute public-sector unions in those states, Rauner's moves are calculated to break up and dilute public-sector unions across the country. In this way, he didn't simply borrow from Walker's playbook; he rewrote it.

    Gov. Rauner Booed for His Take on Unions in South Side Irish St. Patrick's Day Parade

    This is so good! I think this needs to be posted in the St. Patrick's thread too.

    Gov. Bruce Rauner drew boos and jeers as he walked in Sunday’s South Side Irish St. Patrick’s Day Parade on Western Avenue. And that should come as no surprise, given the strong union leanings in the neighborhood and the grand marshal of the parade being the Irish-American Labor Council, a committee of the AFL-CIO.
    Parade watchers shouted pro-union sentiments, among other choice phrases, at the governor as as he walked. At one point, Rauner started to jog and someone yelled “keep running!”

    Illinois attorney general says GOP Gov. Rauner's proposals to weaken unions would be illegal
    Illinois' Democratic attorney general on Friday delivered a blow to Gov. Bruce Rauner's efforts to weaken labor unions, saying two of the main ideas the Republican has been pitching across the state would be illegal.

    Lisa Madigan issued formal opinions at the request of Democratic lawmakers who anticipated legislation would be proposed after Rauner first trumpeted his plans in his State of the State speech last month.

    One proposal would allow voters to create "right-to-work zones" in Illinois counties where union membership and dues would be voluntary. The other would let local governments or school districts opt out of prevailing wage agreements, which require workers on public works projects to receive wages that reflect local compensation for similar jobs.
