Default CP Rail encourages office workers to learn how to drive trains

    This is nuts!

A Canadian railway company is training its managers and office workers to drive locomotives and load trains, a move one labour lawyer says could be an attempt to prepare for a possible work stoppage.

Documents show CP Rail has encouraged office employees to step away from their desks and cubicles and sign up for training both on the trains and in the rail yards.
The use of office workers driving trains could be a major safety concern, said Wayne Benedict, a former railroader who now works as a labour lawyer in Calgary.

Teamsters give CP Rail 72-hour strike notice
Teamsters Canada Rail Conference has given Canadian Pacific Railway 72-hour strike notice, meaning 3,300 locomotive engineers, conductors and other train workers could walk off the job midnight on Saturday.

Union president Doug Finnson is in Montreal this week negotiating with CP, with the help of federal mediation, but says the union has not made headway on issues such as working conditions.

He is particularly concerned about the company not complying with collective agreements that require train crews to stop operating and rest after 10 continuous hours of work.

CP Rail hit by strike by Teamsters
Some 3,300 locomotive engineers and other train workers have gone on strike at CP Rail.

Contract talks with the Teamsters union failed to reach an agreement before the midnight deadline.

At the same time however, a strike by CP's 1,800 Unifor members - safety and maintenance workers - was averted when a tentative agreement was reached in Montreal just minutes ahead of the strike deadline.

Teamsters Canada president Douglas Finnson says CP is demanding unacceptable concessions, but he adds the union has advised the railway that it's negotiators will still be available to resume talks.

CP, Teamsters turn to binding arbitration to end strike; CN, Teamsters reach tentative pact
Over the three-day holiday weekend, the Teamsters Canada Rail Conference (TCRC) launched and ended a brief strike against Canadian Pacific, while CP reached a tentative labor agreement with Unifor and CN negotiated a tentative pact with the TCRC.

CP and TCRC yesterday agreed agreed to enter into binding arbitration, ending a strike the union launched shortly after midnight on Sunday after the parties failed to reach a new labor agreement. The work stoppage — which officially ended this morning to allow an organized start up to operations — involved about 3,000 TCRC-represented locomotive engineers and conductors.

Canadian National Workers Set Strike Vote

Not making sense to me. I am posting in order of the dates the articles were printed but they seem to be conflicting news.

Railway labor troubles are continuing in Canada.

Unifor, a labor union that represents about 4,800 workers at Canadian National Railway, said it will begin strike votes next week after five months of talks failed to produce an agreement.

Unifor’s move came less than a week after a two-day strike at Canadian Pacific Railway Ltd. by the Teamsters Canada Railway Conference. That walkout was ended after the two sides agreed to binding arbitration as Parliament readied legislation to force strikers back to work.

CP Rail will use management to maintain 100 per cent capacity in event of another strike
Canadian Pacific Railway Ltd.’s practice of training managers to drive and load trains means the company will be able to operate without a hitch in the event of a future rail strike, said CEO Hunter Harrison on Wednesday.

Harrison told delegates at an industry conference in New York that CP was able to move about 60 per cent of customers’ tonnage during a two-day strike at the railroad in February. He said managers replaced the striking engineers and conductors, and added he plans to keep training white-collar workers to do front-line jobs so that CP has more clout the next time it finds itself at the bargaining table.

“We’ll be able to sit there and say, ‘we’ll be able to run 100 per cent of this railroad with managers,’ ” Harrison said. “And that puts you in a little bit different leverage position.”
