Union strategists said they planned to put far more focus on state and local elections because the Republicansí success at capturing so many governorís mansions and state legislatures in 2010 resulted in huge setbacks for organized labor.
A.F.L.-C.I.O. leaders said they would focus this fall on four industrial battlegrounds ó Michigan, Ohio, Pennsylvania and Wisconsin, traditional union strongholds ó and Florida. Their hope is to not only oust the Republican governors of those states, but also to flip several of the legislative chambers. In all five states the Republicans control both houses.
