COO freight levels are supposedly based on current freight levels, not the levels that your full board had when they were all working. You must be gaining some work to be a plus 20. Are they combining Y and R and making one of the terminals the break and the other the city operation? Without knowing more that's what it sounds like to me.

POR is gaining 30 SEA will lose it's break status and become a EOL the work VCR, AK and Bellingham will be moved to Portland. Out of the 10 positions that would transfer, only four were taken by Seattle employees willing to relocate. In the master pool the P&D side had 20 available slots no word on how many left. STL you are correct the 875 Swan Island Roadway facility will become the break and POR Vancouver Way Yellow facility will become an EOL (city driving only).
