Cuomo’s former ‘vaccine czar’ Larry Schwartz resigns after repeal of ethics exemption: reports

Schwartz's departure followed those of other top Cuomo aides and advisers in recent weeks, according to reports

A former top aide to New York Gov. Andrew Cuomo who reportedly called county executives around the state, inquiring about their "loyalty" to the embattled Democrat, has resigned, according to reports.

The departure of Larry Schwartz, a public transit board member who became known as Cuomo’s volunteer "vaccine czar" for overseeing the state’s COVID-19 testing and vaccine rollout, followed the state Legislature’s repeals this week of three Cuomo executive orders related to the pandemic, the Times Union of Albany reported.

Schwartz’s resignation Wednesday was first reported by The New York Times.

It followed other recent departures from the Cuomo administration, including those of aides Max Orenstein, Laura Edidin, Jack Sterne, Christopher O’Brien, Caitlin Girouard, Eric Hammond, Will Burns, Kumiki Gibson and Gareth Rhodes, City & State NY reported.

One of the repealed executive orders had exempted high-level state government volunteers from having to comply with a two-year ban on lobbying work once they leave state government, the report said.

The same order also exempted those volunteers from other ethics rules, including some transparency guidelines and rules on open meetings, public record keeping and financial disclosures, according to the report.

The repeal of the governor’s ethics exemption order was led by state Sen. John Liu, a Democrat from the Queens borough of New York City who has been an outspoken critic of the governor.

Liu’s action followed reports earlier this year that Schwartz had made inquiries about county leaders’ "loyalty" to Cuomo, the newspaper reported.

CUOMO SLAMS ACCUSERS FOR GOING PUBLIC AMID SEXUAL HARASSMENT PROBES: 'THAT'S NOT FAIR'

The governor has been embroiled in recent months in several scandals, including allegations of sexual misconduct from former aides and other women; accusations that his administration underreported coronavirus deaths in the state’s nursing homes; reports that he improperly had state employees work on the production of a book; and claims of a possible cover-up of structural problems with a bridge named for Cuomo’s late father.

Cuomo warns unvaccinated people could kill grandmas

Janice Dean says Cuomo 'has some nerve shaming others for possibly endangering their grandparents'

Gov. Andrew Cuomo warned New Yorkers Monday that if they are are unvaccinated against COVID-19, they could kill their grandmas with a kiss.

During a press conference on Monday, Cuomo — who is facing down a nursing home scandal and a cornucopia of sexual harassment allegations — said that the state was targeting the "youthful" and the "doubtful" to get the COVID-19 vaccine.

Cuomo said that there is "an attitude" among the unvaccinated that they believe "they’ll be fine" and warned that unvaccinated people could have a "lingering consequence" of COVID-19.

The governor then turned heads when he warned New Yorkers that visiting their grandmother before receiving a vaccine could kill them.

"Or maybe you go home and kiss your grandmother, and wind up killing your grandmother," said Cuomo, who initially planned on spending last Thanksgiving with his two daughters and his mother.

Fox News senior meteorologist Janice Dean weighed in on Cuomo’s comments in a statement on Monday, saying the governor has "some nerve" going after unvaccinated people visiting their elderly relatives amid his nursing home scandal.

NY DEM SAYS CUOMO NURSING HOME SCANDAL IS IMPEACHABLE OFFENSE, AS GOVERNOR BLAMES TRUMP FOR VACCINE WOES

"He has some nerve shaming others for possibly endangering their grandparents," Dean said. "Over 15,000 elderly are no longer with us thanks in part to his deadly policy to re-admit infected patients into nursing homes. If anyone knows how to kill a grandma, it’s Andrew Cuomo."

Dean became an outspoken critic of the governor's nursing home policies after both of her parents-in-law died of coronavirus in New York nursing homes.

Cuomo has been hit by both sides of the aisle for his controversial nursing home policies, with his administration revealing earlier this year that the reported counts of COVID-19 deaths in nursing homes were dramatically underreported.

Report: Andrew Cuomo Investigation Broadens As NY Attorney General Probes Aide’s Calls

The state attorney general’s office has reportedly broadened its investigation of sexual harassment allegations against Gov. Andrew Cuomo (D-NY) to see if a top adviser linked access to coronavirus vaccines to support for Cuomo.

According to persons familiar with the issue, “Investigators have interviewed at least three Democratic county executives who said they were surprised to receive calls from Larry Schwartz, a volunteer adviser who oversaw vaccine distribution for the state, asking whether they would be calling for Mr. Cuomo’s resignation,” the Wall Street Journal reported Saturday.

Schwartz reportedly contacted several executives in March, according to executives, as Cuomo faced calls to resign and was communicating with state lawmakers to gain support.

“The executives said that at the time of Mr. Schwartz’s calls they were typically speaking with him about the allocation of vaccine supplies, not politics,” the WSJ article continued:

Mr. Schwartz has said he didn’t link vaccine distribution to political considerations. On Friday, he referred questions to his lawyer, Guy Petrillo, who declined to comment.

Mr. Schwartz, an executive at an airport-concession company, resigned from his post as the state’s vaccine czar last week after state lawmakers changed lobbying rules for nonpaid state advisers. Under the new rules, Mr. Schwartz would have been banned for two years from lobbying the governor’s office if he had stayed on in the role.

In March, New York City Mayor Bill de Blasio (D) called for another investigation into Cuomo’s administration following reports of his “vaccine czar” making calls to local officials to gauge their loyalty to the governor, Breitbart News reported.

“What we’ve heard is about the governor and his team, trying to link vaccine supply to political support, that is the definition of corruption. It is disgusting. It is dangerous,” de Blasio stated.

Also in March, a county executive reportedly filed a complaint regarding the call from Schwartz with the attorney general’s office, according to the WSJ.

“Right at the time that every county was working, and desperately needed more vaccines, to receive a call from the person who was responsible for allocating those doses gauging political loyalty to the governor was an obvious conflict, and at best ethically gray,” noted one county executive who got a phone call from Schwartz.

Meanwhile, six Republican senators issued a letter recently to the Senate Finance Committee requesting a congressional investigation into how Cuomo handled the nursing homes during the coronavirus pandemic and the death toll at those institutions, Breitbart News reported.

New York Gov. Cuomo's book deal was worth a whopping $5.12 million

Cuomo has been under scrutiny for his handling of nursing homes amid the COVID-19 pandemic and due to allegations of sexual harassment made against him.

New York Gov. Andrew Cuomo sold the rights to his book titled "American Crisis: Leadership Lessons from the COVID-19 Pandemic" for a whopping $5.12 million, tax records indicate.

The New York Post reported that according to the tax returns, Cuomo received $3.12 million of the total last year, but after factoring in legal and editing costs it amounted to a little over $3 million of taxable income. Cuomo is slated to receive the remaining $2 million over this year and next, the outlet reported, citing the tax returns.

While the New York Times reported that state officials said Cuomo had received $3.12 million and is to receive the other $2 million over two years, the outlet said that the released tax returns only included money Cuomo received in 2020 and it is not clear if Cuomo will get paid his full advance.

CNN reported that according to Cuomo senior adviser Rich Azzopardi the contract awarded $3.12 million with another $2 million to be shelled out over two years.

The Post reported that Cuomo gave $300,000 to the United Way last year and his accountants said he provided an additional $200,000 as well but cannot write those funds off until next year because of a "wiring issue."

According to the Post, Cuomo spokesperson Rich Azzopardi said in a statement that Cuomo gave a large chunk of the book profits he has received so far to his three daughters.

"Net income from the $3,120,000 million payment less expenses and taxes is $1,537,508," Azzopardi said. "From that net income, the Governor donated a third to the United Way of New York State for state-wide COVID relief and vaccination effort, and is giving the remainder in a trust for his three daughters equally who worked with the Governor during this pandemic and did what he calls 'tireless and effective work for all New Yorkers' and gave him 'the strength and love to make it through the crisis every day.'"

The embattled governor has been under scrutiny for his handling of nursing homes amid the coronavirus pandemic and due to allegations of sexual harassment made against him.

Report: Taxpayers Will Foot the Bill for Andrew Cuomo’s Mounting Legal Costs over Investigations

The taxpayer will pay for the $2.5 millions in contracts Gov. Andrew Cuomo’s (D) office has with lawyers representing him during the ongoing federal investigation over his administration’s handling of the Chinese coronavirus data in nursing homes and his alleged abuse of power in sexually harassment allegations, according to a report.

The Associated Press reported Cuomo said Wednesday the legal bill will be paid by the taxpayers. During the Chinese coronavirus pandemic, Cuomo reportedly mishandled the Empire State’s nursing home data. According to the report, the legal bills are also growing, as Cuomo has had numerous women come out alleging the governor sexually harassed and assaulted female employees, along with other women.

During the pandemic, Cuomo published a book on his own “leadership” during the pandemic – in violation of state ethics laws – while giving priority coronavirus testing to his family, according to the report.

The Department of Justice (DOJ) and the state Attorney General’s office both have launched probes into the allegations surrounding the governor. The state Assembly judiciary committee has started a separate investigation into the allegations to consider if there are grounds for the state’s assembly to impeach Cuomo.

On Wednesday, AP reported, when the governor was asked if the legal bill would be paid for “using campaign or personal funds,” Cuomo answered, “Not at this time.”

While at the Javits Convention Center in New York City, Cuomo said, “The way it works is the executive chamber has retained a counsel. … And that is a state expense. It has been in every investigation. So that’s where we are now.”

“It’s unknown how much taxpayers will end up paying in all for legal costs stemming from wide-ranging allegations against Cuomo,” AP reported.

The governor’s office did not respond to the AP when they asked for a list of all outside lawyers currently representing Cuomo and his office last week.

Any contracts with lawyers paid for by the state would need to get reviewed by State Comptroller Thomas DiNapoli, the report stated.

The report showed DiNapoli’s office had only received and approved one contract for lawyers:

A $2.5 million contract with the Manhattan firm of Morvillo Abramowitz Grand Iason & Anello. Partner Elkan Abramowitz is set to receive an hourly rate of $937.50, compared with $680 per hour for four other partners named in the contract.

Former federal prosecutor Rita Glavin is representing Cuomo himself on sexual harassment allegations. Cuomo’s office didn’t provide details on compensation for Glavin and additional lawyers representing the Executive Chamber in state-level probes.

Lawyers from Morvillo Abramowitz are representing the Executive Chamber in the Department of Justice’s probe, which is investigating New York’s handling of nursing home data and the publication of Cuomo’s COVID-19 book. The contract says that probe also includes “other pandemic related matters.”

Rich Azzopardi, a Cuomo spokesperson, told AP, “The administration ‘was absolutely going above and beyond to get people testing’ in the early days of the pandemic.”
